It takes a really long time to make these hand drawn cartoons, like it could be 1-2 years after ordering for an episode to be finished. This is particularly relevant for shows older than say 2015, where content is now being more streamlined in the binge watching and/or streaming world. I can't speak on spongebob, but for many kids shows, particularly kids cartoons, "seasons" is pretty much just an internal designation not really an external one like we think of in a drama or regular show (like say S2 of Westworld, the season matters, in cartoons, its just an episodes, season is the internal business of it).

It's also worth noting official episode counts are the 11-minute segments, not the full 22 minute episodes because Nickelodeon airs the two segments as one half-hour block, but interchanges the two a lot of the time. While they lollygag around and throw episodes out whenever they feel like, they continue their normal production cycles as if the previous season(s) aired. Nickelodeon waits until there's an event moment in their schedule (holidays, kids award shows, etc.) to premiere a new episode. The audience for the show is 7-year-olds and they'll rewatch the same episodes over and over anyway. What seems to happen with Nickelodeon shows is they produce "X" amount of episodes and air them at their leisure.
